§ 127.05. MONITORING PROCEDURES.

  • (A) An alarm business performing monitoring services shall:
    (1) Report alarm signals by using local, 502 area code or equivalent telephone numbers designated by the Alarm Administrator.
    (2) Attempt to verify each alarm signal, utilizing ECV (Enhanced Call Verification) before requesting a police response; except hold-up alarm signals, panic alarms, burglar alarms, or alarms in which the alarm user has an active emergency protective order ("EPO"), an active protective order preventing domestic violence ("DVO"), or other active court-issued domestic violence order. In the event an alarm user has an active EPO, DVO or other court-issued domestic violence order, the alarm user shall have the duty to notify their alarm provider with notice of the active protective order in order to qualify for the ECV exception. Once the active protective order has been legally terminated or has expired, the alarm user shall have the duty to notify their alarm provider that the protective order has been legally terminated or has expired.
    (3) Communicate alarm dispatch requests to Metro Government in a manner and form determined by the Alarm Administrator, including the registration number of the alarm user. The alarm business shall also communicate to Metro Government, that an alarm user has an active EPO, DVO or other court-issued domestic violence order, when making a dispatch request.
    (4) Communicate verified cancellations of alarm dispatch requests to Metro Government in a manner and form determined by the Alarm Administrator.
    (5) Provide such information as is required by the Alarm Administrator, including a list of clients and their registratoin numbers.
    (B) The Alarm Administrator shall:
    (1) Designate a manner, form and local, 502 area code or equivalent telephone numbers for the communication of alarm dispatch requests.
    (2) Develop a procedure to accept verified cancellation of alarm dispatch requests.
    (3) Produce and furnish an annual report on a calendar year basis to the Mayor and Metro Council setting forth information in such report as required by the Mayor and/or his or her designee.
