The Secretary of Finance and Administration or designee shall have custody of the Metro Government seal, all original contracts not required to be filed elsewhere, all official, penal, indemnity, or security bonds, all public records, and all papers and documents of value that are not required to be deposited with any other officer. The Secretary shall register all such records, papers, and documents by numbers, dates, and contents.
