Whenever the plans, as approved by the Department, require construction by two or more applicants for conduits on the same street, alley, or public place, the Department shall direct the manner of constructing conduits as relative to time when the various parties or corporations shall proceed with the work. If conduits of separate parties or corporations are adjacent to each other, one conduit shall be completed and proper time allowed for thorough setting of concrete around its ducts before a trench is dug for the adjacent conduit of the other party or corporation.
